Osprey's Amazon listing B0CB6YWXNJ gives the same size in inches ('Item Dimensions: 21.7H x 13.8W x 9.1D in') but 'Item Weight: 3.45lb'. Backcountry gives 22 x 14 x 9 in and 3 lb 8 oz (rounded). Brand cm and kg stored. 9.1 in deep is just over a 9 in limit. 'Meets most international airline carry-on size requirements.' The laptop compartment has no stated size. This is the renamed Porter 46. A search extract of OutdoorGearLab reports it measured 24 x 14 x 11 in when full (not stored).
